The PSM Manager is responsible for supporting all activities involving maintenance and operation of Aspire Bakeries utilities inclusive of the following: ammonia refrigeration system, frozen packaged units, and Heating, Ventilating, and Air Conditioning (HVAC), high and low-pressure steam boiler systems, thermal oil process boiler systems, hot water generator, thermal oxidizer, compressed air systems, electrical distribution, building sprinkler systems and all supporting equipment. This position is also responsible for the support of internal facility maintenance and management of external facility maintenance; management of facility environmental programs (Process Safety Management [PSM] and Risk Management Plan [RMP], Clean Air Act, Clean Water Act, and wastewater compliance) to achieve compliance with all local, state, and federal requirements. A keen ability to interact with bakery leaders,(i.e. Production, Sanitation, Quality Assurance, Shipping & Receiving, Clerical, and Management) is mandatory to achieve team planning and scheduling. The position requires the ability to adapt priorities in an ever-changing environment.

 

Responsibilities:

  • Ensures continuous operation of all the utility systems and peripheral equipment to support the requirements of the production schedule and facility conditions. This requires proper coordination of all operation and maintenance aspects of the equipment. Must provide follow-up necessary to institutionalize these practices.
  • Coordinates and manages both internal and external maintenance of the facility.   
  • Knowledge of and ability to implement applicable International Institute of Ammonia Refrigeration (IIAR) regulations
  • Functions as a corporate environmental manager.  Maintain all environmental programs required for bakery operation from local, state, and federal agencies.  Programs will include compliance with Clean Air Act (air permits, emissions), Clean Water Act, wastewater permitting, and transportation of waste oil, transportation of hazardous materials (fluorescent lighting, battery collection, and disposal).
  • Supports recordkeeping and training requirements for all components of the Process Safety Management/Risk Management Plans to achieve compliance with state and federal guidelines.
  • Support in-house and contractor technical analysis services to provide real-time data on the status of refrigeration and operational equipment.  Technical analysis will include but is not be limited to infrared scanning, vibration analysis, ultrasound, X-ray and energy consumption metering, etc.
  • Supervises utility systems’ operator mechanics and is responsible for their proficiency and licensing in the operation of all utility areas.
  • Works with Maintenance Planner to define utility maintenance workload for all shifts (weekday and weekend) based on the production schedule, staffing, licensing requirements, skills set, and scheduled vs. unscheduled work.
  • Support the contractor's work as it relates to all above.
  • Ensures bakeries maintain records of planned and completed maintenance for PSM/RMP compliance – monthly PSM meetings
  • Meets regularly with the Maintenance/Engineering Manager to monitor and continuously improve linked responsibilities of utilities and maintenance.
  • Discusses planned work with the Maintenance Planner, Maintenance Supervisors, and Leads.
  • Monitors proactive and reactive maintenance activities to ensure maximum system availability at minimum cost.
  • Assists in annual budget preparation as it relates to steam, refrigeration, compressed air, energy, facility support equipment, and environmental compliance
  • Keeps abreast of the latest manufacturing technologies and systems and engineering concepts to continually improve plant performance.
  • Assesses, trains, mentors, and motivates bakery leaders, providing training and development to optimize their performance and personal growth.
  • Communicates performance standards and expectations to bakeries, recognizing and rewarding individual and team accomplishments and counseling performance problems.
  • Acts with professionalism and maintains confidentiality.
  • Performs other related responsibilities as needed.

 

Qualifications:

  • Associate of Science degree in Engineering or related field; Bachelor’s of Science degree in Engineering preferred.
  • Demonstrated knowledge of industrial utility systems.
  • Demonstrated knowledge and application of best practices in maintenance and safety management.
  • Working knowledge of Food and Drug Administration (FDA) regulations, Good Manufacturing Practices (GMPs), sanitation processes/procedures, and Hazardous Analysis Critical Control Points (HACCP).
  • Demonstrated knowledge of state and federal regulatory requirements as related to plant and utilities systems’ operations, safety, and environmental agencies.
  • Knowledge of best available energy management practices and procedures.
  • Demonstrated mechanical aptitude, including the ability to disassemble and reassemble equipment
  • 7 to 10 years of operations and maintenance management experience in a manufacturing environment requiring knowledge of refrigeration, steam, compressed air, industrial electrical systems, and automated manufacturing process controls
  • Ability to read and interpret work orders, operating manuals, and maintenance instructions.  Ability to complete forms detailing maintenance work performed.  Oral Communication - Listens and gets clarification; response well to questions; participates in meetings.
  • Knowledge of Windows; Microsoft Office, AutoCAD; Internet software; CMMS software is required
  • Working knowledge of spoken Spanish is preferred.
